Bad news, good news, bad news for the U. S. Postal Service. On the day after former Postmaster General Marvin Runyon died at 79, a postal reform draft bill was released, but a mark-up was postponed.

Members of the House of Representatives released a discussion draft of a postal reform bill. The 120-plus-page draft hadn’t been fully reviewed by experts here by day’s end yesterday. But Jerry Cerasale, the DMA’s senior vice president of government affairs, says that on the surface, it appears that a number of issues, such as the rechanneling of civil service retirement system payments that have helped keep postal rates in check since 2001, need to be fleshed out further.

But a mark-up of the bill that had been tentatively slated for May 6, was postponed indefinitely, making chances of a reform bill passing this year slimmer than they already were.
